Education and accommodation for foreigners and stateless persons
- Foreign citizens and stateless persons are admitted to study for the educational degrees of "Junior Bachelor", "Bachelor", and "Master" upon payment of tuition fees and based on contracts concluded with the university.
- Admission is carried out by the order of the university rector based on the recommendation of the selection committee of the ESCIC NUOS and the decision of the Admissions Committee of NUOS.
- Foreign citizens and stateless persons are admitted to postgraduate studies based on the results of a competition conducted among foreigners.
- Foreign citizens receiving state scholarships under international treaties, national programs, and other international obligations are admitted to study based on the directives of the Ministry of Education and Science of Ukraine within the framework of state order quotas in accordance with the "Admission Rules for Higher Education in the National University of Shipbuilding named after Admiral Makarov in 2024".
- Orders for the admission of foreigners to study are issued by the rector of NUOS based on the decision of the admissions committee. Orders for admission to study with appendices are formed in the Unified State Electronic Education Database.
- The order for the admission (dismissal) of a foreigner to the preparatory department for foreign citizens of the ESCIC NUOS in electronic form must be entered into the Unified State Electronic Education Database.
- Foreigners admitted to full-time studies are issued a standard state student ID card. Students of the correspondence form of study are issued a student ID certificate of NUOS. All students are issued a gradebook of the established sample by legislation. Graduate students are issued a certificate of graduate student of NUOS.
- The National University of Shipbuilding named after Admiral Makarov ensures timely submission of documents to the territorial bodies or units of the State Migration Service of Ukraine for the issuance of temporary residence permits for foreigners admitted to full-time studies in accordance with the legislation. The periods of study of foreign students are determined by a separate order of the university in accordance with the duration of educational (scientific) programs and also include the period necessary to enter the next level of education and/or to obtain official certification of documents obtained after completing the studies.
- The university is obliged to inform the territorial body or unit of the State Migration Service of Ukraine at the place of residence of the foreigner within 10 days about foreigners who have been expelled from the educational institution in accordance with points 2-6 of Part One of Article 46 of the Law of Ukraine "On Higher Education", as well as about foreigners who have discontinued their studies without valid reasons or have disappeared from their place of residence.
USAGE OF DORMITORIES. LIVING CONDITIONS.
Entry to the dormitory is permitted until 01:00 for residents of that dormitory, freely, and from 01:00 to 6:00 entry to the dormitory is allowed without hindrance with registration in a special journal.
- Visitors are allowed to stay in the dormitory from 8:00 to 23:00. Upon entry to the dormitory, the visitor presents an identification document to the duty officer and registers in the visitor's book. The resident of the dormitory is obligated to personally meet the visitor, leave a pass with the duty officer, and accompany the visitor upon their departure from the dormitory.
- Residents who invited visitors are responsible for ensuring timely departure of visitors from the dormitory and their compliance with internal regulations.
- The authorized person (duty officer) has the right to deny entry to the dormitory for a visitor if they:
- Do not provide a document for registration in the visitor's book;
- Are under the influence of alcohol, narcotics, toxic substances;
- Appear in a disorderly, untidy manner;
- Have been previously evicted from the dormitory for violating internal regulations in university dormitories of NUOS;
- Disturb public order and tranquility.
- Representatives of student self-government bodies and activists of the student trade union, upon presentation of a student union membership card, have the right to visit dormitories without hindrance from 8:00 to 22:00 to fulfill their duties.
- Dormitory prefects and representatives of student organizations have the right to visit dormitories upon presentation of a one-time pass from the student union.
- Cultural events in dormitories are conducted according to a plan developed by the dormitory administration and student self-government bodies and approved by the vice-rector for educational work of NUOS. All events must end by 22:00.
- In each room occupied by students, a prefect is elected.
- A person residing in the dormitory has the right to:
- Use premises for educational, cultural, medical, and sports purposes, storage rooms, other equipment, and property of the dormitory;
- Demand timely replacement of equipment that has become unfit for use, rectification of deficiencies in dormitory service provision, if not otherwise stipulated in the dormitory accommodation contract;
- Elect student self-government bodies of the dormitory and be elected to their composition;
- Through student self-government bodies of the dormitory, participate in the resolution of issues related to improving living conditions, organizing cultural and educational activities, and leisure, etc.;
- Lodge complaints about the work of dormitory staff and living conditions that do not meet the requirements of this Regulation and dormitory equipment and maintenance standards to the dormitory management.
- A resident living in the dormitory is obliged to:
- Know and comply with the internal regulations;
- Use the living space and property of the dormitory for its intended purpose;
- Ensure the safety of premises, equipment, and inventory of the dormitory;
- Timely pay for accommodation and additional paid services used;
- Maintain cleanliness and order in their rooms and common areas;
- Present the room to the dormitory supervisor, duty officer, student council, or a specially appointed commission for sanitation inspection;
- Carefully handle the dormitory property, conserve heat, electricity, gas, and water;
- Ensure the availability of duplicate keys for the room to the dormitory manager, and in case of lock replacement, surrender the corresponding duplicate keys;
- Timely submit applications for repair of electrical, plumbing equipment, and furniture;
- Immediately inform the dormitory manager and dormitory student self-government bodies about any emergencies in the dormitory;
- Compensate for any material damages incurred in accordance with the law;
- Adhere to safety and fire safety regulations;
- Register additional electrical appliances with the dormitory manager;
- Notify the dormitory manager (supervisor) when leaving the dormitory for an extended period (more than 5 days);
- Upon completion of studies or early termination of the right to reside in the dormitory, return the property that was in their possession and vacate the room in good condition within a 7-day period.
- It is prohibited for a person residing in the dormitory to:
- Move from one room to another without the consent of the dormitory manager;
- Modify or transfer inventory and furniture from one room to another or remove them from the dormitory without the permission of the dormitory manager;
- Conduct electrical installation work in rooms and in the dormitory, modify and repair electrical equipment;
- Clutter up auxiliary premises of the dormitory (for common use) and non-residential premises of the dormitory;
- Use electric heaters and electric stoves in residential rooms;
- Organize mass events in the dormitory without written permission from the dormitory manager;
- Leave outsiders after 23:00 without written permission from the dormitory manager;
- Smoke, consume, or store alcoholic beverages, narcotic or toxic substances, be in the dormitory under the influence of alcohol, toxic, or narcotic intoxication;
- Bring and store explosive materials and substances in the dormitory, etc.;
- Disturb the peace from 22:00 to 8:00;
- Create noise, and also turn on the television, computer, and audio equipment at a volume that exceeds the sound insulation of the room;
- Keep animals in the dormitory.
- All students residing in dormitories participate in household chores and self-service tasks (maintaining order and cleanliness in living areas and common areas, etc.).
- Students residing in dormitories may be rewarded for active participation in cultural events, activities aimed at improving living conditions, the state of the dormitory, and the surrounding area. Penalties for violations of the internal regulations in the dormitory for students residing therein include:
- Verbal warnings;
- Refusal of accommodation in the dormitory for the next academic year;
- Premature termination of the accommodation agreement.
- Encouragements or penalties for students residing in dormitories are determined by the dormitory administration in consultation with the student self-government bodies and the student trade union organization, in accordance with established procedures.
